PNDI

(Pennsylvania Natural Diversity Inventory)

One of the requirements to receive a DEP permit is to verify that there will not be any negative impacts to resources of special concern.  This includes impacts to any rare, threatened, or endangered species of plant, fish, or animal.  The PNDI check is done by logging onto the Natural Heritage website and identifying the type and location of the project along with some other background information.  The computer will then check records to see if any documentation exists that would indicate potential conflicts.   If potential conflicts are found, the applicant will be provided with contact information for the agency that has responsibility for protection of that specific resource.  The applicant will then need to coordinate with that agency to resolve the potential concern by either verifying that the project will not impact the resource or avoid the conflict by modifying the work method, location, or other variable to avoid the conflict.

While it is acceptable to submit the request form and have the Conservation District do the web based computer search at the time of application submittal,  it is recommended that the applicant utilize the PNDI website and conduct this search well in advance of permit submittal.   This will allow time for the applicant to coordinate with the state or federal agency charged with protecting the resource in the event that a conflict exists.  DEP permits cannot be issued until these conflicts are resolved.

If the search has been done, submission of the signed receipt that is printed from the computer after the search along with proof of coordinate with state or federal agencies where necessary should be submitted with the permit application.
